Our Story
26+ Years of Affordable Housing Development
The WIN Project is a Black woman-led nonprofit affordable housing developer, housing provider, and community development organization serving Compton, Los Angeles County, San Bernardino, and communities throughout Southern California.
Formally established in 1999, WIN’s roots in affordable housing began earlier in the 1990s in Watts and South Los Angeles, during a period of major neighborhood rebuilding following the 1992 civil unrest.
Regina Young and other community-based leaders became involved in efforts to create housing, restore neighborhoods, and ensure that local organizations had a meaningful role in redevelopment.At the center of WIN’s mission is Regina Young’s belief that:“Having a home of your own is the foundation for stability, dignity, opportunity, and a better future for your family.”As a single mother and longtime real-estate professional, Regina understood firsthand how important stable housing is to a family’s ability to move forward. That belief continues to guide The WIN Project today.
Our Housing Portfolio
For more than 26 years, The WIN Project has helped create, rehabilitate, preserve, and manage affordable housing for low- and moderate-income families.
WIN’s history includes partnerships with the City of Compton and participation in publicly supported housing initiatives focused on neighborhood stabilization, rehabilitation of distressed properties, and expansion of affordable rental housing. Over the years, The WIN Project has housed over 200 individuals and families.
Today, The WIN Project owns and manages four affordable multifamily properties in Compton, California, including duplex and fourplex properties, as well as two single-family properties in San Bernardino. Its scattered-site affordable-housing portfolio currently serves approximately 13 low-income households, including multigenerational families and families with school-aged children.
WIN continues to work with public, private, and community partners to identify additional opportunities for affordable housing acquisition, rehabilitation, preservation, and development throughout Southern California.
Beyond Housing: WIN Pathways
The WIN Project believes that providing a home is only one part of creating long-term housing stability.
WIN recently launched WIN Pathway, a housing-navigation and housing-readiness initiative designed to help individuals and families move from housing instability toward stable rental housing and, when appropriate, homeownership.
WIN Pathway helps participants navigate:
- Affordable rental housing opportunities
- Housing applications
- Rental-readiness requirements
- Housing navigation and referrals
- Financial education
- Community resources
- Homeownership preparation
- Long-term housing stability
The goal is not simply to help individuals find housing, but to help them develop the knowledge, resources, and stability needed to move toward greater housing independence.
Resident Stability: WIN Coach
The WIN Project also launched WIN Coach, a resident-support initiative designed to help families living in WIN properties remain stable and connected to resources that support their overall well-being.
Through case management and resource navigation, WIN Coach helps residents connect to services such as:
- Health care
- Public benefits
- Education
- Employment and workforce resources
- Family-support services
- Community resources
- Housing-stability assistance
- Homeownership preparation
WIN believes that providing a home is the beginning of housing stability—not the end of the work.
Together, WIN’s programs create a broader continuum:
Affordable Housing + Housing Navigation + Resident Support + Homeownership Preparation.
Why WIN's Work Matters
WIN’s work is especially important because Black residents remain significantly overrepresented among people experiencing homelessness in Los Angeles County, while Black developers remain dramatically underrepresented within the real-estate development industry. A national study of private real-estate developers identified only 447 Black developers among approximately 112,046 developers studied—about 0.40%.
Although that study did not include nonprofit developers, it highlights the significant representation gap within the broader real-estate development industry. The WIN Project is uniquely positioned at the intersection of these challenges: an established, community-rooted affordable housing organization with decades of real-estate experience, an existing housing portfolio, public-sector relationships, and deep roots in underserved Southern California communities.
Building the Next 25 Years
As WIN prepares for its next stage of growth, it continues to strengthen its organizational and development capacity. The organization works closely with consultants Robert Reyes-Fournier and Paul Reyes-Fournier, PhD, MBA, who provide strategic, educational, and organizational-development support as WIN expands its housing portfolio, programs, partnerships, and community impact.
The WIN Project welcomes partnerships with cities, banks, CDFIs, foundations, corporations, affordable housing developers, property owners, and community organizations committed to expanding access to safe and affordable housing. For more than 26 years, WIN has remained committed to creating housing, strengthening families, revitalizing communities, and building pathways toward long-term economic security. Every person deserves access to safe, decent, sanitary, and affordable housing. No one should be homeless.
